In<br \/>\n2016 I was elected for an unexpired term to the Hamilton County<br \/>\nCommon Pleas Court where I serve today.<\/p>\n<p><strong>(2) What about your non-judicial legal experience qualifies you to be a<\/strong><br \/>\n<strong>judge?<\/strong><br \/>\nDuring my time as an Assistant Prosecuting Attorney, I noticed a large<br \/>\npercentage of criminal offenders were suffering from addiction, mental<br \/>\nillness or a combination of the two. It became apparent to me that if<br \/>\nthose offenders whose criminal offenses stemmed from mental<br \/>\nillness\/addiction were to receive treatment, that the recidivism rate for<br \/>\nthis population would drop. Incarcerating the mentally ill offender<br \/>\nmeans that their criminal conduct would only be interrupted rather<br \/>\nthan stopped. Incarceration is expensive and totally ineffective in<br \/>\ncurtailing the criminal conduct of the addicted\/mentally ill offender. A<br \/>\nfew years after assuming the bench in Municipal Court, I agreed to<br \/>\npreside over a Mental Health Docket once a week. Through an alliance<br \/>\nwith mental health providers, special probation officers and our Court<br \/>\nClinic we dealt with eligible non-violent offenders with a \u201cteam\u201d<br \/>\napproach. The object of Mental Health Court is simple, connect<br \/>\nmentally ill offenders with treatment and you will reduce recidivism.<br \/>\nI\u2019m happy to say this approach has proven to be very successful.<br \/>\nI am currently presiding over one of two Mental Health Dockets in the<br \/>\nHamilton County Common Pleas Court. Every Thursday, just as I did in<br \/>\nMunicipal Court, I meet with a team of mental health professionals as<br \/>\nwell as the probation officer assigned to Mental Health Court. We<br \/>\ndiscuss each offender\u2019s progress and discuss the best way to manage<br \/>\ntheir recovery. Following our meeting, we have court. As each case is<br \/>\ncalled, I enter into a discussion with each of the defendants. The<br \/>\nmajority of felony mental health court participants also have a coexisting<br \/>\nsubstance abuse disorder. Therefore, in addition to treating the<br \/>\nmental illness, we must also treat the substance abuse disorder.<br \/>\nBecause the team approach means that each treatment provider is up<br \/>\nto speed with what is going on with an offender, we have successful<br \/>\nresults.<\/p>\n<p><strong>(3) Why are you running for this particular court seat?<\/strong><br \/>\nI have been proud to have served the citizens of Hamilton County for<br \/>\nthe last 15 years as a Judge first on the Municipal Court bench and now<br \/>\nas a Common Pleas Judge. I like the work and the challenge of<br \/>\nfashioning appropriate sentences for criminal offenders, and the<br \/>\nchallenge of determining appropriate decisions in civil matters. It\u2019s<br \/>\nimportant in this day and age that we have Judges who are experienced<br \/>\nin determining alternative sentences for non-violent offenders. It\u2019s<br \/>\nimportant to fashion sentences that both protect the public, and reduce<br \/>\nthe likelihood of re-offending. It is also important to know when a<br \/>\nprison sentence is in order.<br \/>\nAfter 34 years of being first a trial lawyer and then Judge, I have<br \/>\ndeveloped skills that help me in determining when prison is required or<br \/>\nwhen probation should be granted. I also know how important it is to<br \/>\ngive victims of crime a voice in sentencing. Judges must ensure that<br \/>\nvictims know that they are being heard and that their wishes and fears<br \/>\nare being addressed by the Court. My extensive experience as both a<br \/>\nlitigator and trial Judge has impressed upon me the importance of<br \/>\nlistening to all sides of an argument before making a decision. I strive to<br \/>\ndo that every day that I take the bench.
