In December 2019, he published his\nsecond book, Migrating to Prison:\nAmerica\u2019s Obsession with Locking Up Immigrants<\/em>, about the United States\u2019\nreliance on prisons to enforce immigration law. Kirkus calls Migrating to Prison<\/em>\n\u201ca chilling, timely overview of the American tendency to first exploit and then\ncriminalize migrants.\u201d<\/p>\n\n\n\n His\nanalyses frequently appear in leading news sources in the United States and\nabroad. He has written for The<\/em> New York Times<\/em>, The Guardian<\/em>, Newsweek<\/em>, Salon<\/em>,\nand more. In recent months, he has made appearances on MSNBC<\/em>, BBC<\/em>,\nNational Public Radio<\/em>, CNN Espa\u00f1ol<\/em>, Public Radio International<\/em>,\nand many other publications.<\/p>\n\n\n\n C\u00e9sar\npublishes crimmigration.com<\/em><\/a>, a blog about the convergence of\ncriminal and immigration law. He has been a Fulbright scholar in Slovenia and\nis currently a member of the American Bar Association Commission on\nImmigration. In 2015,\nhe published his first book, Crimmigration\nLaw<\/em>.<\/p>\n\n\n\n C\u00e9sar\u2019s impact has been recognized\nby the Association of American Law Schools Section on Minority Groups which, in\n2014, gave him its Derrick A.
