This has been the year in which many of our programs were held in person again. We are grateful to our community for supporting the transition back to in-person events.<\/p>\n<p>This Winter 2022 Progress Report covers Center and affiliate news and publications from <strong>September through November<\/strong>. Over that time, we hosted our <a href=\"https:\/\/cip2.gmu.edu\/conferences-events\/2022-fall-conference\/\" target=\"_blank\" rel=\"noopener\">2022 Annual Fall Conference<\/a> in person at the newly rebranded \u201cMason Square\u201d (formerly the Arlington Campus), where we also held the second meeting of our 2022-2023 <a href=\"https:\/\/cip2.gmu.edu\/fellowships-grants\/thomas-edison-innovation-fellowship\/\" target=\"_blank\" rel=\"noopener\">Thomas Edison Innovation Law and Policy Fellowship<\/a>. Delgado<\/em><\/p>\n<hr \/>\n<h5 style=\"text-align: center\"><span style=\"text-decoration: underline\"><strong>C-IP<sup>2<\/sup> Hosted &amp; Co-Hosted Events<\/strong><\/span><\/h5>\n<p><strong>Thomas Edison Innovation Law and Policy Fellowship<\/strong><br \/>\nOn September 15-16, C-IP<sup>2<\/sup> hosted the second meeting of the 2022-2023 <a href=\"https:\/\/cip2.gmu.edu\/fellowships-grants\/thomas-edison-innovation-fellowship\/\">Thomas Edison Innovation Law and Policy Fellowship<\/a>. This meeting was devoted to the Edison Fellows\u2019 presenting their draft works in progress that they researched and drafted over the summer months of 2022. Each Edison Fellow received extensive feedback during presentation sessions devoted to each draft work in progress, including specific commentary from the Distinguished Commentators.<strong>\u00a0<\/strong><\/p>\n<p><strong>Vaccine Law Conference<\/strong><br \/>\nOn September 15-16, C-IP<sup>2<\/sup> co-hosted and helped to sponsor the inaugural <a href=\"https:\/\/vaccinelawconference.org\/\">National Vaccine Law Conference<\/a> at Mason Square in Arlington, VA. C-IP<sup>2<\/sup> Jurist in Residence Judge <strong>Susan G. Braden<\/strong> served on the conference board and spoke in a breakout session entitled \u201cVaccine Injury Compensation Inside the NVICP.\u201d The conference was covered in a DCBar <a href=\"https:\/\/www.dcbar.org\/news-events\/news\/conference-examines-historical-and-contemporary-is\">blog post<\/a> and was advertised on the Scalia Law <a href=\"https:\/\/sls.gmu.edu\/events\/event\/national-vaccine-law-conference\/\">events website<\/a>.<\/p>\n<p><strong>Annual Fall Conference<\/strong><br \/>\nOn September 22-23, C-IP<sup>2<\/sup> held our <a href=\"https:\/\/cip2.gmu.edu\/conferences-events\/2022-fall-conference\/\">2022 Annual Fall Conference<\/a>, <em>IP on the Wane: <\/em><em>Examining the Impacts as IP Rights Are Reduced<\/em>, in person at Mason Square with the <a href=\"https:\/\/gai.gmu.edu\/\">Global Antitrust Institute (GAI)<\/a> and the <a href=\"https:\/\/nationalsecurity.gmu.edu\/\">National Security Institute (NSI)<\/a> as this year\u2019s co-hosts. The conference featured a Keynote Lunch with virtual remarks from <strong>Thom Tillis<\/strong>, Senator for North Carolina; seven panels of experts covering several types of IP, as well as antitrust and national security; and a Special Closing Reception in recognition of the Honorable <strong>John F. Witherspoon<\/strong>, who is a member of C-IP<sup>2<\/sup>\u2019s Advisory Board, a Professor, and Director Emeritus of Scalia Law\u2019s Intellectual Property Program, which he ran for many years. C-IP<sup>2<\/sup> was also pleased to feature the <a href=\"https:\/\/lawrocks.org\/news\/2022\/dca\">Seventh Annual Law Rocks Washington DC<\/a>\u2014a musical fundraiser for capital-area nonprofits by bands of local legal professionals\u2014on the official conference program. The conference was recorded, and the sessions can be viewed on the <a href=\"https:\/\/cip2.gmu.edu\/conferences-events\/2022-fall-conference\/\">conference website<\/a> and C-IP<sup>2<\/sup>\u2019s <a href=\"https:\/\/www.youtube.com\/@cip2gmu\/videos\">YouTube channel<\/a>. Below are a few posts commemorating Dmitry and his life and work.<\/p>\n<ul>\n<li style=\"list-style-type: none\">\n<ul>\n<li>On October 31, was commemorated by Jason Rantanen in a Patently-O <a href=\"https:\/\/patentlyo.com\/patent\/2022\/10\/dmitry-karshtedt.html\" target=\"_blank\" rel=\"noopener\">post<\/a>, \u201cDmitry Karshtedt\u201d<\/li>\n<li>On October 31, was mentioned by Scott Graham in a Law360 <a href=\"https:\/\/www.law.com\/nationallawjournal\/2022\/10\/31\/dead-in-mid-40s-law-professor-mourned-as-brilliant-scholar-nicest-guy-in-the-world\/?slreturn=20221107120006\" target=\"_blank\" rel=\"noopener\">post<\/a>, \u201cDead in Mid-40s: Law Professor Mourned as \u2018Brilliant Scholar,\u2019 \u2018Nicest Guy in the World\u201d<\/li>\n<li>On November 1, was eulogized by Irina Manta in Reason Magazine\u2019s The Volokh Conspiracy in a <a href=\"https:\/\/reason.com\/volokh\/2022\/11\/01\/in-memoriam-dmitry-karshtedt-1977-2022\/\" target=\"_blank\" rel=\"noopener\">post<\/a> entitled \u201cIn Memoriam: Dmitry Karshtedt (1977-2022)\u201d<\/li>\n<li>On November 14, was remembered by Caitlin Kitson in a GW Hatchet <a href=\"https:\/\/www.gwhatchet.com\/2022\/11\/14\/law-professor-and-intellectual-property-law-scholar-dies-at-45\/\" target=\"_blank\" rel=\"noopener\">post<\/a>, \u201cLaw professor and intellectual property law scholar dies at 45\u201d<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n<p><strong>Scholarship Program Announcement<\/strong>: The <a href=\"https:\/\/www.law.gmu.edu\/news\/2022\/professor_and_director_emeritus_john_f_witherspoon_establishes_the_witherspoon_scholars_program\" target=\"_blank\" rel=\"noopener\">Scalia Law Alumni September Newsletter<\/a> announced, \u201cProfessor and Director Emeritus John F. Witherspoon Establishes \u2018The Witherspoon Scholars Program.\u2019 The Program will provide funding for the next 15 years, primarily to students with financial need and those interested in intellectual property, including patent law. The first Witherspoon Scholars will be announced in fall 2023.\u201d<\/p>\n<p><strong>Good alumni news for the IP Program: <\/strong>Two Scalia Law IP graduates, <strong>Dawn-Marie Bey<\/strong> and <strong>Lucy J. Wheatley<\/strong>, made the Virginia Lawyers Weekly <a href=\"https:\/\/valawyersweekly.com\/2022\/09\/26\/virginias-go-to-lawyers-for-intellectual-property-law\/\" target=\"_blank\" rel=\"noopener\">list<\/a> of \u201cVirginia\u2019s Go To Lawyers for Intellectual Property Law.\u201d<\/p>\n<p>In its first in-person extramural <a href=\"https:\/\/www.elon.edu\/u\/news\/2022\/10\/17\/moot-court-tournament-returns-in-person-at-elon-law\/\" target=\"_blank\" rel=\"noopener\">tournament<\/a> since March 2020, Scalia Law\u2019s Moot Court Board won first place at the Billings, Exum &amp; Frye National Moot Court Competition at Elon University School of Law. The Team beat 35 other teams to take top honors in arguments before North Carolina state and federal judges. They will compete in the ABA National Appellate Advocacy Contest later this winter and next spring.<\/p>\n<p>2021-2022 Edison Fellow Dr. <strong>John Liddicoat<\/strong> had his Fellowship <a href=\"https:\/\/link.springer.com\/article\/10.1007\/s40319-022-01241-3\" target=\"_blank\" rel=\"noopener\">paper<\/a>, <em>Repositioning Generic Drugs: Empirical Findings and Policy Implications<\/em>, published in the\u00a0International Review of Intellectual Property and Competition Law. The paper was co-authored with Kathleen Liddell, Jonathan Darrow, Mateo Aboy, Matthew Jordan, Cristina Crespo &amp; Timo Minssen.<\/p>\n<p>Dr. <strong>Lili Yang<\/strong>, recipient of a <a href=\"https:\/\/cip2.gmu.edu\/fellowships-grants\/leonardo-da-vinci-fellowship-research-grants\/\" target=\"_blank\" rel=\"noopener\">Leonardo da Vinci Fellowship<\/a> Research Grant, was published along with co-author Professor <strong>Jyh-An Lee<\/strong> in the Duke Law and Technology Review with the <a href=\"https:\/\/papers.ssrn.com\/sol3\/papers.cfm?abstract_id=4210900\" target=\"_blank\" rel=\"noopener\">paper<\/a> <em>Viagra Did Not Work, but Michael Jordan Still Made It: Trademark Policy Toward the Translation of Foreign Marks in China<\/em>.<\/p>\n<p>On November 9, C-IP<sup>2<\/sup> was mentioned in <a href=\"https:\/\/t.e2ma.net\/message\/ounbng\/shs5suc\" target=\"_blank\" rel=\"noopener\">Scalia Law\u2019s Capital Notes<\/a> email digest edition on \u201cResearch: Raising Questions, Finding Answers\u201d for the forthcoming book <em>5G and Beyond: Intellectual Property and Competition Policy in the Internet of Things <\/em>(Cambridge University Press), a volume co-edited by C-IP<sup>2<\/sup> Senior Fellow for Innovation Policy &amp; Senior Scholar <strong>Jonathan M. Barnett <\/strong>and Faculty Director <strong>Se\u00e1n M. O&#8217;Connor<\/strong> and featuring chapters by expert contributors, a number of whom spoke at C-IP<sup>2<\/sup>\u2019s December 2021 <a href=\"https:\/\/cip2.gmu.edu\/intellectual-property-and-innovation-policy-for-5g-and-the-internet-of-things\/\" target=\"_blank\" rel=\"noopener\">academic conference<\/a> on Intellectual Property and Innovation Policy for 5G and the Internet of Things, which initiated the book project.<strong>\u00a0<\/strong><\/p>\n<p>Along with Professor <strong>Adam Mossoff<\/strong>, C-IP<sup>2<\/sup> Senior Fellow for Innovation Policy and Senior Scholar Professor <strong>Jonathan Barnett<\/strong> wrote and signed a November 30 <a href=\"https:\/\/s3.amazonaws.com\/media.hudson.org\/Letter+to+AAG+Kanter+re+SEPs+and+Patent+Pools+10.30.22.pdf\" target=\"_blank\" rel=\"noopener\">Letter<\/a> to Assistant Attorney General Jonathan Kanter on SEPs and Patent Pools.
