 PER ANNUM SALARY:  GS-09 – $49,327* | GS-11 – $59,681* | GS-12 – $71,533*

* Includes locality pay for the Akron area.

 NATURE AND NUMBER OF POSITION VACANCY: The purpose of this Recruiting Bulletin is to accept and refer applications for full-time permanent Attorney Advisor positions to be filled in the Excepted Service.

 LOCATION:  Social Security Administration, Office of Disability Adjudication and Review, Akron, OH Hearing Office, 121 South Main Street, Akron, OH 44308-1415.                                .

 WORK SCHEDULE:  Alternative work schedule may be available.

 AREA OF CONSIDERATION (WHO MAY APPLY): All U.S. Citizens who meet the qualification requirements below may apply.  Although this Recruitment Bulletin is primarily designed to accept applications from non-Federal employees, Federal employees may apply.

 SELECTION AND PROMOTION POTENTIAL:  If selection is made at the GS-9 level, position has promotion potential to the GS-11.  If selection is made at the GS-11 level, position has promotion potential to the GS-12 level.  If selection is made at the GS-12 level, position has no known promotion potential.

 DUTIES: Incumbent serves as an attorney-adviser to one or more Administrative Law Judges (ALJs), rendering advice and assistance in pre-hearing development and preparation of cases for hearing, post-hearings development and other post-hearing actions.  Analyzes, researches, and develops cases, formulates comprehensive decisions and, otherwise, acts on requests for hearings held under titles II, XI, XVI and XVIII of the Social Security Act, as amended. 

MINIMUM QUALIFICATION REQUIREMENTS:

 GS-09 Level  – First Professional Law Degree (J.D.) PLUS proof of current membership in the Bar.

 GS-11 Level – ALL requirements for the GS-9 PLUS one of the following:

            1.  One year of substantial professional legal experience; (or)

2.  A second Professional Law Degree (LL.M.), which requires one full year of graduate study.

3.  The First Professional Law Degree provided the applicant’s records to reflect superior law student work or activities as demonstrated by one of the following:

A.  Academic standing in the upper third of the law school graduating class as reflected in a copy of their transcripts (Must submit transcript).

B.  OR work or achievement of significance on the law school’s official law review.

C.  OR special high level honor for academic excellence in law school, such as election to the Order of the Coif, OR winning of a moot court competition, OR membership on the moot court team which represents the law school in competition with other law schools.

 D.  OR full-time or continuous participation in a legal aid program as opposed to a one-time, intermittent, or casual participation.

E.  OR significant law office clerk experience.

F.  OR other equivalent evidence of superior achievements.

 GS-12 Level – GS-11 requirements PLUS one year of professional legal experience equivalent to the GS-11 Level.

 CITIZENSHIP REQUIREMENT: Applicants must be U.S. Citizens.  Applicants will be required to complete Form I-9 and present proof of identity and employment eligibility if selected.

 SELECTIVE SERVICE REQUIREMENT: Male applicants born after December 31, 1959 will be required to certify their selective service registration.

6.  Applicants claiming 10 point Veteran Preference should submit SF-15, “Claim for 10 point Veteran Preference” and copy of their VA letter stating the percentage of disability.

7.  Applicants must clearly indicate on their application/resume the lowest acceptable grade (i.e.,GS-09, GS-11, or GS-12).
